Eligibility Check for Computing, Digitization, and AI Grant (CEO Directive 4.56)
A Skill for Claude and ChatGPT that determines if a small or medium-sized business in Israel meets the threshold conditions for the Ministry of Economy's computing-digitization-AI grant (35% up to 350,000 NIS), verifies if a specific expense is recognized, and outlines submission requirements — including a live status check against gov.il, and an eligibility report and submission checklist in Hebrew.

The Problem
A business owner considering an investment in computing, digitization, or AI often doesn't know the state funds 35% of it — and if they do know, three questions stop them: Does their business even meet the threshold conditions, is the specific product or service they want to buy considered a "recognized expense," and exactly what needs to be submitted. The answers depend on the business's precise economic sector, the specific regulation clause applicable to the expense, and a submission window that opens and closes in less than a month — and these change between cycles (the previous cycle was 40% up to 500k NIS, the current is 35% up to 350k NIS).
What the Skill Does
digitization-grant-4-56 is an AI Skill that adjudicates, in Hebrew, eligibility for the computing-digitization-AI grant of the Small and Medium Business Agency (CEO Directive 4.56):
- Live Status Check — Before anything else, it reads the official regulation page on gov.il (a JavaScript page, not accessible to standard fetch) to verify that the process is indeed open, and that the rate and ceiling haven't changed since the Skill was written.
- Adjudication on Seven Threshold Conditions — Business turnover, economic sector (CBS classification, including the critical distinction between ineligible high-tech industry and eligible traditional industry), two years of activity with audited reports, control and management in Israel, and absence of restricted accounts or debts.
- Adjudication on Specific Expense — Whether what they want to buy (CRM, ERP, automation, consultant, website, hardware) is a recognized expense, according to the relevant regulation clause — including delicate cases where the same technology is recognized when running an internal process but not when used for marketing.
- Two Output Documents — A full eligibility report (thresholds, the expense, numbers, next steps) and a separate submission checklist that distinguishes between documents producible in one day and audited reports that take weeks.
The Skill is intentionally built to clearly say "not eligible, and here is why" rather than encouraging an attempt that fails in the end — preparing an application involves a work plan, audited reports, and price quotes, and a business owner who discovers at the reporting stage that the expense wasn't recognized is left with the bill.
How to Install in Claude
Skills are the feature where Claude loads custom instructions from a SKILL.md file along with reference files, and triggers them automatically when the conversation touches the topic (the description field in the file header is what triggers it).
- Download the Skill package: digitization-grant-4-56.zip.
- Claude.ai (Website or Desktop App) — Go to Settings → Capabilities → Skills, and click "Upload skill". Select the ZIP file as is — no need to extract it.
- Claude Code — Extract the file to the
~/.claude/skills/digitization-grant-4-56/directory (available globally), or to the.claude/skills/directory within a specific project. Restart Claude Code — the Skill will automatically appear in the list of available Skills. - The Skill requires browser tools (Claude in Chrome or the built-in browser) for the live status check against gov.il — without it, it will still run but will mark at the top of the report that the date was not verified.
After installation, simply ask: "Am I eligible for the computing grant?" or "Is [tool] considered a recognized expense in grant 4.56?" and the Skill will spring into action.
How to Install in ChatGPT
ChatGPT does not currently have a "Skill" format identical to Claude's, but the same behavior can be replicated with a Custom GPT or Project:
- Custom GPT — My GPTs → Create a GPT → Configure tab. Paste the entire content of
SKILL.mdinto the Instructions field, and upload thereferences/*.mdfiles in the Knowledge field. Give it a name and description in Hebrew according tometadata.json. - Project (ChatGPT Plus/Team) — Create a new project, add
SKILL.mdand thereferences/files as project files, and paste the core of SKILL.md as project instructions. - Key difference: The Skill assumes a browser tool that proactively reads gov.il at the start of every run. In ChatGPT, this only works if you have access to an active Browse tool — otherwise, you must manually attach the latest data from the official page (grant rate, ceiling, submission date) at the start of the conversation.
Limits and Liability
This is not legal advice or qualified professional consulting — the regulations prevail in any case of contradiction. The Skill does not submit applications on anyone's behalf nor does it fill out official forms; it helps understand the regulations and prepare. Before actual submission, accounting guidance is worth it — especially regarding audited reports and the CPA opinion in the final report.

The official regulations: gov.il — CEO Directive 4.56. The Skill was verified against the official source on 19.9.2026, and is scheduled for re-review by 1.3.2027 — dates, rates, and ceilings are re-checked in every run because they change between cycles.
